The U.S. Women's Chamber of Commerce is proud to announce our 2017 Women Contractor Award Winners of firms who have achieved outstanding success as suppliers in the federal contracting arena. Awards will be presented in Washington, DC on March 30, 2016 at the U.S. Women's Chamber of Commerce National Small Business Federal Contracting Summit.
The U.S. Women's Chamber of Commerce recognizes firms with the following awards: Innovation & Performance, Growth Master, Emerging Star and Stellar; and Government Agency representatives with the Government Small Business Advocate Award. USWCC Award winners are:

Hillary Boyce Doriguzzi, Owner, ProHill Services LLC
Mrs. Hillary Boyce Doriguzzi is the owner of ProHill Services LLC, a small woman and veteran owned and HUBZone certified government contracting company that provides professional services and staff augmentation. She founded ProHill Services in 2015 and since that time has been awarded numerous prime competitive contracts. Core competencies include Family Support, Administrative, Logistics, Language and Program Management Support staff and solutions. Customers include the U.S. Army, Navy, Air Force, Air National Guard, Military Entrance Processing Command, Marine Corps, and the Department of Veterans Affairs
Mrs. Boyce Doriguzzi was the 2016 awardee for the U.S. Women's Chamber of Commerce’s Emerging Star award. Heather Blease, CEO, SaviLinx
Heather Blease founded SaviLinx in 2013 on the decommissioned Naval Air Station in Brunswick, Maine. As CEO of SaviLinx, she has ushered the company through rapid growth serving both commercial and federal clients out of Maine and Mississippi. Blease is a serial entrepreneur who launched SaviLinx in 2013 to use leading-edge technology to deliver the multichannel services that organizations need to prosper and grow. She has created a corporate culture designed to support employees and encourage exceptional customer service. SaviLinx has a mix of government and commercial contracts, and delivers support from its brick-and-mortar facility in Maine as well as via its work-from-home agents based in Mississippi.
Dr. Margaret Wood, President& CEO, WOOD Consulting Services, Inc.
Dr. Margaret Wood, PMP, President & CEO of WOOD Consulting Services, Inc., has more than 30 years of experience in Federal contracting. Prior to founding WOOD in 1997, she held project and program leadership positions with various firms servicing the Federal marketplace. Her marketing and business administration skills have enabled her to successfully develop her firm to support the Intelligence Community, the Internal Revenue Service, the Federal Aviation Administration, and the State of Maryland. Through her leadership, WOOD Consulting maintains its ISO 9001:2008 registration, Project Management Institute (PMI’s) Registered Education Provider (REP), and a PMI’s Registered Consultant Program (RCP) designations. Dr. Margaret Wood is a well-respected community and business leader.
Dr. Wood has led or served as a member of delegations representing small and minority-owned businesses, as well as local organizations focusing on mentoring at-risk young ladies to increase their potential for college attendance. Today she is on the leadership team for the U.S. Women’s Chamber of Commerce, a member of The DoD Women Owned Small Business Consortium, a member of Executive Alliance, and AFCEA Central Maryland Chapter. On September 9, 2016 she was appointed and commissioned for a three-year term to the Maryland Economic Development Commission.

Jasmine Alcantara, Owner, JLA Group
Jasmine Alcantara is an independent consultant with more than 20 years of experience within the Federal Government and across a diverse set of industries including health care, insurance, financial services, pharmaceutical and real estate. Jasmine is an established expert in the areas of project and change management and has presented innovative management approaches at multiple, internationally-based symposia such as EVM World and the SNEC-PMI Annual Conference. As a result of her work, she was awarded the DHS Science and Technology Undersecretary Award for Outstanding Contractor Achievement.
In 2013, Jasmine founded JLA Group, an SBA 8(a) and US DOT Disadvantaged Business Enterprise certified, Minority- and Women-Owned Small Business, to help her clients accelerate sustainable solutions for strategic, management and technical issues at a competitive price point. Inflow, a Woman-owned Small Business (WOSB) and certified HUBZone business, is dedicated to solving complex National Security issues for the United States Government and its partners. Located in San Antonio, TX, just two blocks from the Alamo, the Inflow Headquarters Office manages contracts and Inflowees (Inflow Employees) across the globe.
Throughout her career, Ms. Crockett’s focus has been on delivering enterprise solutions for government organizations. She has extensive technical expertise in cyber security, security operations, data analytics, and IT architecture to include data center design and operations, network operations, software design and implementation, and development/integration of eGov initiatives. Prior to starting her own business, Ms. Crockett was the Executive Vice President of Information Innovators Inc. where she grew their Defense Division to over 700 resources statewide within three years. Prior to becoming an executive at Triple-I, she worked as a program manager for IBM BCS, PwC, and Ryder Integrated Logistics. Ms. Crockett also holds an ITIL V3 certification and Top-Secret Clearance. She received her B.B.A. in Logistics from the University of North Texas and obtained her MBA from the Massachusetts Institute of Technology (MIT).

Shirley M. Harris, Contracting Officer Representative, Headquarters Air Force Medical Operation Agency (AFMOA), Port San Antonio/Lackland Air Force Base, San Antonio Texas.
Shirley M. Harris is the Contracting Officer Representative, Headquarters Air Force Medical Operation Agency (AFMOA), Port San Antonio/Lackland Air Force Base, San Antonio Texas. She manages AFMOA’s Family Advocacy program contracts with nine contracts worth over $35 million annually. Over 200 Family Advocacy contractors are spread throughout the United States and OCONUS.to provide medical services that enhances AF readiness by promoting family and community health and resilience. AF FAP also advocates for nonviolent communities. These objectives are accomplished through the use of broad-based education and awareness activities along with the identification and treatment of family maltreatment incidents. These services prevent family maltreatment from reducing the duty performance of AF members.
Ms. Harris enlisted in the United States Air Force in 1978. During her 23 year Air Force career, she held a variety of personnel and information technology assignments. Prior to her current assignment, she held a career broadening position on the Cyber Career field team at Headquarters Air Force Personnel Center, she then later attended Air Command and Staff College in residence.
James Anthony Josey, Procurement Analyst, Women-Owned Business and Mentor-Protégée Programs, U.S. Department of State OSDBU
James A. Josey has spent the past eight years in government procurement and acquisitions. He is currently a Level III Certified Acquisition professional holding Unlimited Warrant Authority within the Department of State’s Office of Small and Disadvantaged Business Utilization (OSDBU). His breadth of government acquisitions includes A&E, R&D, IT, Grants, FFP Commodities, Construction and experience with numerous contracting vehicles.
James Josey joined the US Department of State in Washington, DC in February of 2015 as a Senior Procurement Analyst in the OSDBU Office. He oversees the small business efforts of the Bureau of Overseas Operations, WOSB/EDWOSB Program and the Mentor-Protégé Program for the Department of State. Prior to joining DoS, he served as a Small Business Specialists with the US Department of Health and Human Services OSDBU Office. While there he impacted the agency in many ways. Most notably, he negotiated a 40% SB set-aside of the HHS Program Support Center’s $750 million IDIQ. Small Businesses had only received $23 million on the previous cycle.
